Center Director

We all deserve the best quality care - especially aging adults. I think LIFE is one of the best ways to care for seniors.

Most of Dowel's career has been dedicated to ensuring that senior care and residential facilities provide high-quality senior care services through regulation compliance, licensing, and inspections. Before joining InnovAge, Dowel oversaw the operations and licensure system for Older Adult Daily Living Centers as the division chief with the Pennsylvania Department of Aging. He also worked as a licensing representative with the Department of Human Services where he conducted inspections of assisted living residences and personal care boarding homes. Dowel also served as an aging care management supervisor for the Chester County Office of Aging. Dowel began his career at Elwyn Inc. and earned his bachelor's degree in Liberal Studies from Neumann University in Ason, PA. 

When Dowel was a state inspector, he monitored LIFE programs. He noticed the staff acted like a family. This drew him to the LIFE program and he eventually joined InnovAge as a center director. He says it was a natural fit.

Dowel has been married for more than 30 years and they have two children. Their favorite vacation destinations are Saint Maarten and Caymen Islands.

Regional Medical Officer – Eastern Region

I know first-hand both the challenges and the joys of being a caregiver, and I love how PACE uses real teamwork to care for our older loved ones.

Dr. Ferrance received his Doctor of Medicine from the Medical College of Virginia and his Doctor of Chiropractic from Life Chiropractic College. He completed his residency in internal medicine and pediatrics at the Medical College of Virginia. He is board certified in internal medicine, pediatrics, and hospice and palliative medicine. Prior to joining InnovAge, Dr. Ferrance was a hospitalist medical director and emergency room physician at Riverside Tappahannock Hospital. He is also an adjunct clinical faculty member at the Virginia Commonwealth University Health System department of pediatrics, as well as the Via College of Osteopathic Medicine department of geriatrics. Dr. Ferrance enjoys wordworking, particularly pen-making, and performs as a DJ for special occasions—including PACE center events. He has been married for more than 30 years and has three grown children.

Nurse Practitioner

My guiding approach to each day is to treat my patients as I would like to be treated.

Karen earned her Master of Science in Nursing from Thomas Jefferson University, specializing in adult-gerontology primary care. Prior to joining InnovAge, Karen was a registered nurse at Good Shepard Penn Partners and a nurse practitioner at Primary Home Health Care. Karen lived in Manila, Philippines for 34 years before moving to the United States and she is fluent in Tagalog. She loves traveling and spending time with her husband and son.

Professional Bio

My favorite part of working with LIFE participants is helping them to reach their optimum health status so they can pursue their interests.

Sagine earned her Bachelor of Arts in Biology and Bachelor of Nursing in Science from LaSalle University in Philadelphia, her Master of Science in Nursing from the University of Pennsylvania, and she is in the process of earning her PhD from Widener University. She is certified as an Adult-Gerontology Primary Care Nurse Practitioner by the American Nurses Credentialing Center. Prior to joining InnovAge, Sagine worked as a registered nurse and nurse practitioner in various hospital and nursing home settings, and she hopes to teaching nursing after completing her PhD. Sagine is fluent in Haitian Creole and enjoys taking fitness classes, including kickboxing, indoor cycling, and weight lifting.
